(3) 令和7・8・9年度厚生労働省競争参加資格(全省庁統一参加資格)において「物品の販売」のA、B、C又はDの等級に格付けされ、中国地域の競争参加資格を有する者であること。
(4) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者又は特定規模電気事業者として届出を行っている者であること。
(5) 二酸化炭素排出係数、環境への負荷低減に関する取組み条件を満たしていること。
